CA Department of Alcohol and Drug Programs (ADP) Transition Plan

CA Department of Health and Human Services Agency’s Transition Plan for the Department of Alcohol and Drug Programs (ADP).

This transition plan describes the ADP reorganization proposal in the Governor’s Budget, which proposes to transfer all substance use disorder programs from ADP to the Department of Health Care Services (DHCS). One program, ADP’s Office of Problem Gambling, which is for a separate prevention and treatment system that addresses problem gambling, is proposed to transfer to the Department of Public Health (DPH).

CAADPE's Partners Programs

CAADPE is a statewide association of community-based nonprofit substance use disorder treatment agencies. Its members provide substance use disorder services at over 300 sites throughout the state and constitute the infrastructure of the state’s publicly funded substance use disorder treatment network. It is the only statewide association representing all modalities of substance abuse treatment programs.  This unique network provides an opportunity for dialogue and discussion with program executives.  CAADPE can provide you with the right venues to establish contacts and conversations necessary to help your business/organization reach its goals.

Advertise in CAADPE's Weekly Newsletter

Targeted advertising opportunities are available in CAADPE's widely read newsletter, The Weekly Membership Memo. The publication provides the most timely information for the operation of substance use disorder treatment services and is delivered directly to those who make business decisions. This advertising is available to members and associated services.  Publicize products and services, promote events, and post job offerings. Display advertising rates vary depending on the size of the ad. State Issues:

CAADPE has taken the lead in the SUD community, announcing its SUPPORT for Governor Brown’s proposal to eliminate the Department of Alcohol and Drug Programs.  
 
In reversing its long-standing position on state governance of substance use disorder programs and services, CAADPE is taking advantage of the opportunity to “conduct business” in a different way under a redesigned state governance structure.  The CAADPE Board of Directors determined that it is time to put aside the field’s long-held fears and mistrust that the legislature, the Governor, and State administrators will allow SUD services to be diminished within a larger department. CAADPE Supports the Coalition of Whole Health's Recommendations-- CAADPE supports the Coalition of Whole Health's recommendations for full inclusion of mental health and substance use disorder treatment services within the Essential Health Benefits framework of the Affordable Care Act (ACA).
